Licence Condition
a) Objectives and targets, including specific reference to offensive odour provisions under Section 129 of the Protection of the Environment Operations Act and condition L3 of the Environment Protection Licence. b) Description of activities, and processes undertaken at the premises, including identification of all significant odour sources. c)  Risk register that classifies and ranks activities and processes according to the risk for odour generation of each activity or process. d) For all significant odour emission sources at the premises:          i. Key performance indicator(s) for emission controls and management measures          ii. Monitoring methods(s), including location, frequency and duration. Monitoring methods         should be directly linked to the key performance indicator(s) for the associated emission         control or management measure          iii. Response mechanisms, including the associated responses when monitoring undertaken         identifies emission control or management measure is outside the bounds of the associated         performance indicator          iv. Responsibilities for demonstrating and reporting achievement of key performance         indicator(s). e) Contingency strategies to address system or operational failures. f) Complaint management system(s) that includes:          i. Odour complaint register;          ii. Systems for responding to, and investigating odour complaints;          iii. Record keeping mechanisms that detail the investigations/analysis undertaken, and the         associated findings when odour complaints are received. This could include consideration of:                   1. Meteorological conditions.                   2. Locations where odour complaints were received.                   3. Operation activities and triggers that could have led to the odour complaint.                   4. Corrective actions implemented. g) System and performance review for continuous improvement including:          i. Records of emission control/ management measure improvements that have been         implemented          ii. Methods for periodic review and update to the odour management plan h) Compliance reporting against key objectives and targets. i) Record Keeping.
The odour management plan must be submitted in writing to the EPA by email to the EPA’s Director Sydney Industry Section to metro.regulation@epa.nsw.gov.au by 24 April 2020.
The licensee must develop and implement an Odour Management Plan ("the OMP") that details the odour management strategies implemented at the premises. The OMP must include, but is not necessarily limited to, the following:
